Many industrial buildings are commissioned and/or owned by developers/owners who lease out the building to tenants. Most tenants are on full repairing leases and are liable for the floor maintenance costs. The floor user wants a low maintenance, serviceable and durable floor whereas the developer/owner usually wants a floor with a low initial cost, but this may result in higher long term maintenance costs. This dichotomy of interest between the developer/owner and the users suggests that scheme and floor designers should be aware of this conflict of interest and should consider during the design and specification process the long term whole life cost of floors, not just low initial costs.
