Reviews published information on the properties of fresh and hardened concrete in order to establish the relative importance of water content, cement content and w/c ratio, as independent parameters, on concrete performance. It also ranks cement content and w/c ratio against other parameters influencing durability, rheology and strength. A distinction is made between the concepts of minimum cement content for durability purposes and for production purposes. Conclusions are drawn relating to strength, carbonation, chloride ingress, corrosion rate, sulfate attack, freeze-thaw resistance, and permeability.
